Abstract
This study aims to analyze ethical behavior, test anticipatory socialization, and test locus of control on accounting students at private universities throughout Malang Raya to compare behavior in implementing the whistleblowing system. The theory used in this research is Theory of Planned Behavior (TPB). The sample in this study were accounting students at Ma Chung University who would be used for the pilot test and those at private universities throughout Malang were used to test data quality. Then
the sample criteria used were accounting students who had completed Business and Professional Ethics courses, and Auditing 2. This study used the Statistical Package
for Social Sciences (SPSS) program. Research on the pilot test showed that the questions in the questionnaire were valid and reliable so that the research questionnaire could be continued and distributed to private universities throughout Malang Raya. The T test shows that there is a significant influence between ethics, anticipatory socialization, and locus of control on the intention to do whistleblowing. The results of this study support implementing a whistleblowing system at each
university in order to form students who have completed their studies and are expected to become agents of change and when entering the world of work have the right ethics,
anticipatory socialization to obtain good behavior, and locus of control to can control himself, also responsible for the events that occur due to his own behavior.
