Abstract
This research is a field research, which uses descriptive qualitative research methods, namely research procedures that tend to use written data analysis and
interviews regarding the construction of the Among Tani Central Market in Batu City to trusted informants. The results of this study related to the form of
cooperation used in this development project is Build Operate and Transfer (BOT) where the Batu City Government opened a collaboration with PT Sasmito for the
implementation of this development project on government land using financing from the private sector. Then the private party gave management rights to the
Among Tani Central Market in Batu City for 30 years according to the agreement. After the concession period ends, the private sector can return it back to the
government. In its implementation, the government experienced several obstacles such as traders disagreeing with the construction of a new market, the government
had difficulty finding a place to relocate, the construction process exceeded the specified target time, raw materials were not suitable, and provisions for traders
who did not yet have an official SK set. Not only that, the merchant government also experienced a number of problems during this development, such as their income was decreasing, the stalls were empty, and traders who did not have an SK were still unable to occupy kiosks in the new market. Key words: Bulid Operate and Transfer (BOT), government, private sector.
